hi! around 16:15 you referred to the "5" as no more than $5, but I believe it's actually no more than 5 notices they are referring to. as in, someone else can't present you, as a NP, more than 5 protest of non-payment notices at once.
You can notarize anywhere in New York State not just your registered county As a notary public commissioned in New York State, you may act as notary public anywhere in New York State. However, only the clerk of the county in which you are qualified, or in which you have filed an Official Character Card, will have your signature on file.

I believe you are mistaken when you say that “Notaries Public notarize Documemts”. A Notary Public has a job to ONLY notarize signatures AND not Documents and not the information IN THE DOCUMENT

I believe you made a mistake when you were advising "Section 135 -Powers and duties". You said that if someone refuses to pay you cannot demand money from them because you are a public servant and they are not obligated to pay you. In some cases it may be true but in this case they talk about how you can collect .75 for someone protesting to pay you and .10 cents for each notice. Notaries are allowed by law to charge for their services.
